USE OF ISO 17712 HIGH-SECURITY BOLT SEAL POLICY
Sending merchandize to its destination safely is very important for the reputation of the company. Every step must be undertaken to safeguard the journey of the cargo as safely as possible. Inside the factory implementation of security is comparatively easier as many elements of security remain present. But once the merchandise gets out of the factory it gets vulnerable as such care must be taken to monitor the journey of the container from factory to port. The moment a cargo container is loaded it has to be secured with an ISO 17712 High Security bolt Seal. The following procedure will apply.
- ISO 17712 High-Security Bolt Seals will be provided to the factories by the commercial department.
- These seals are kept in the custody of the Store Manager of the factory by maintaining Bolt Seal Stock Register. And the seals are kept in a safe, secured and restricted place.
- After the seals are received, the seal numbers are to be recorded and documented.
- The requirement of the number of seals will be placed on demand by the Store Officer at least one day prior to the shipment day.
- On the Shipment Day after the loading is complete the container will be secured with the seal.
- First have to verify of seal number on shipment documents.
- Also before applying the seal on the container, it has to be thoroughly inspected to see if it is tampered with or damaged, verify that the seal is properly intact and also inspect or viewing of the locking mechanisms to ensure it is working in order.
- If the seal is found to be damaged then the same has to be reported to the management.
- After the seal is applied it is to recheck if it is properly fastened or notand also not damaged or loosened in any way. After checking the seal number is too recorded in the Seal Control Log Book which will be kept for at least 1 year.
- A spare seal has to be issued by maintaining a document to the second seater which will be used if the seal is broken in route by the security forces for checking purposes.
- In case the second seal is used then the same must be informed to the management about re-sealing and a log will be maintained to keep records.
- The unused seal is to be returned to the factory once the second seater returns.
- Once the cargo container reaches the port, the second seater will inspect the seal along with the shipping agent for correctness. If found tampered at that time the same will be reported to the management immediately. A thorough checking will follow of the container and the cargo.
- If the seal is found to be OK then the seal will be broken and the cargo will be handed over to the agent according to the documents.
- The shipping agent will then secure his container with the seal for onward stuffing in the vessel.
- A Periodic internal audit will be conducted of the seal inventory, Seal log and shipment documents, and checking conveyance seal controls are following which will be reviewed by management.
